Creates a new user belonging to the user's agency.

Note:

• Only admin users can create users
• The new user is returned

The name of the new user.

The email of the new user. This will be the user's id for login. Every notification will be sent to this email address.

The password of the new user.

The emailcc of the new user. If exists, every notification will be also sent to this email address.

Defines wether the user is active.

isadministrator

Defines wether the user is an admin.
